摘要
道路运输行业电子政务是一个复杂的系统工程。它涉及范围覆盖省、市、县各级道路运输管理机构日常管理职能。道路运输政务业务范围主要包括:货物运输、危险货物、货运站(场)管理、旅客运输、客运站管理、车辆技术管理、驾驶员培训管理、从业人员管理、国际道路运输管理和行政执法管理等业务,其中道路运输行业监管业务是道路运输政务业务的核心业务,是道路运输政务业务从行政许可审批逐步转向以行业监管业务为主的职能转变发展趋势。行业监管业务主要用户是道路运输政务机构管理人员。
本文开发的道路运输市场监管系统,是基于SOA集中式架构建立的省级业务资源数据中心,为了适应各城市的业务需要,在省级平台上通过业务组件的组装,实现了不同城市的个性化应用需求。而对于同一城市的不同机构的业务特点可以通过权限控制的菜单管理加以解决。在统一的规范原则下,既可以满足不同城市的实际业务需要,又可以从数据层面实现集中式管理与共享,从而实现适合我国国情的省、市、县多层级管理的集中式电子政务应用模式。
道路运输市场监管系统采用了先进的、开放的软件技术,将行业监管业务实现了集中式的管理模式,主要业务包括:业户监管、营运车辆监管、从业人员监管、客运线路监管、业务查询和系统维护六个模块。
本文论述了项目开发背景、目的和意义,论述了项目所涉及SOA架构技术、WebService服务技术、组件技术、系统建模技术以及集中式与分布式系统架构优劣势分析。本文采用UML系统分析与设计方法对项目做了需求分析和非功能性需求分析,分别阐述了对系统总体架构、基础层、数据层、支撑层、业务层、展现层的概念设计、逻辑设计和功能架构设计,对系统的业户监管、营运车辆监管、从业人员监管、客运线路监管、业务查询和系统维护功能模块作了详细设计及实现,并对系统的测试做了较为全面总结和分析。
系统经过试运行,系统基本达到设计需求。系统各功能模块运行稳定,达到验收标准。数据库服务器、应用服务器都运行稳定,达到验收标准。经过三个月多的运行,系统状况良好,基本满足省、市、县各运政机构行业监管需求,反映良好。
该系统的成功应用,为道路运输行业管理搭建了一个现代化的信息化管理平台,为道路运输行业提供了快捷、透明的监管业务办理环境,在此架构基础上如能够进一步扩充和完善功能,可在各省市同行业推广应用,会取得更大的社会经济效益。

ABSTRACT
Road transport industry E-government is a complex system engineering. It covers the road transport management agencies daily management functions at the provincial, municipal and county levels. The scope of road transport business includes: cargo transport, dangerous goods, freight station (field) management, passenger transport, passenger station management, vehicle technology management, driver training management, practitioners management, international road transport management and administrative law enforcement management Business, and so on. Among these, the road transport industry regulatory is the core business of road transport industry, presents the development trend of the road transport business gradual shift from the administrative licensing approval to the industry regulatory business-oriented changes. The main user of the industry supervision business is the administrative personnel of the road transport administration.
The road transportation market supervision system developed in this paper is a provincial-level business resource data center based on the SOA centralized architecture. In order to meet the business needs of each city, the application requirements of different cities are realized through the assembly of business components on the provincial platform. And for the different business functions of each city, it can be resolved through the menu management of authority to control. Under the principle of unified norm, we can meet the actual business needs of different cities, but also from the data level to achieve centralized management and sharing. As a result, we can achieve the provincial, city and county multi-level management of centralized e-government application model that fits the China’s national conditions.
The road transport market supervision system adopts the advanced and open software technology to realize the centralized management mode of the industry supervision business. The main business includes six modules: supervision of the business operators, supervision of the operation vehicles, supervision of the employees, supervision of the passenger routes, business inquiries and system maintenance.
This paper discusses the background, purpose and significance of the project development, and discusses the SOA architecture technology, WebService service technology, component technology, system modeling technology and centralized and distributed system architecture. In this paper, UML system analysis and design methods are used to analyze the requirements and nonfunctional requirements of the project. The conceptual design, logical design and design of the overall architecture, foundation layer, data layer, support layer, business layer and presentation layer are expounded. The design and implementation of the functional architecture, the system supervision of the system, the supervision of the operation vehicle, the supervision of the practitioners, the supervision of the passenger line, the service inquiry and the system maintenance function module are carried out, and the test of the system is comprehensively summarized and analyzed.
After the trial operation of the system, the system basically meets the design requirements. The function modules of the system are stable and meet the acceptance criteria. Database server and application server are running stable, both meet the acceptance criteria. After more than three months of operation, the system is in good condition, basically satisfies the industry regulatory needs of provincial, municipal and county transport agencies. The feedback is good.
The successful application of the system has built a modern information management platform for the road transport industry, has provided a fast, transparent regulatory business environment for the industry. If on the basis of this architecture, the function could be further expanded and improved, more provinces and cities with the industry could adopt and use the system, greater social and economic benefits could be achieved.
