摘 要
随着国家对电网投入的加大,科学技术不断地更新换代,传统的对该项目的管理方法已经不能满足当前的需要,特别是针对电网改造这一特定的电网建设项目,实质性的项目后评价工作开展情况及重视程度远远不够。如何通过电网改造项目的后评价,总结提炼项目实施和经营过程中存在的问题,如何全局地预测、规划和指导未来的电网改造项目从而提高电网改造项目的管理水平仍是亟需解决的问题。
本文基于电网改造项目的特点,结合电网改造项目实际出现的问题,有针对性的开展电网改造项目的后评价研究,包括后评价方法的选择,后评价内容的确定及相关指标模型的设计建立,解决了改造项目的投资时机、投资规模和效益评价等问题。通过对数据的分类研究,结合数据的可获取性,确定购电价格和负荷电量为需要进行预测的未知数据,并采用时间序列法来进行预测。
然后,按照指标体系构建的基本原则,结合项目后评价内容的分类,确定了电网改造项目的管理水平、技术水平、经济效益水平以及项目影响程度共四个方面的评价指标,并结合电网改造项目的实际特点,进一步细化各类指标,构建了电网改造项目评价指标体系,确立了各指标的内容及评价标准。
最后,以结合电网改造实施的220kV午山站输变电工程为例,对改造项目的后评价内容相关数据进行收集,运用本文研究确定的电网改造项目后评价指标体系,对各项具体指标的进行计算,利用模型对相关数据进行预测,使用对比分析、综合评价等方法对各指标进行分析验证,最终得出电网改造项目后评价的结论。通过分析,证实了电网改造项目后评价体系的实用性,拓宽了改造项目后评价工作的思路,为今后的改造项目后评价工作奠定了基础,并起到了积极地作用。

Abstract
With the growth of state investment in power grid and the upgrading of technologies, the traditional management method for the project is unable to satisfy the present demands anymore. In particular, the essential development status and the attention paid to the project post-evaluation are far from adequate. How to summarize and refine the problems in the project implementation and operation through the project post-evaluation of grid reconstruction project and how to improve them on a management level of grid reconstruction project by overall prediction, planning and guidance on the future grid reconstruction project are also very imminent problems. In this paper, the author launched the research on the post-evaluation of grid reconstruction project based on the characteristics of grid construction project and combined with the actual problems in such a project, including the selection of post-evaluation methods, the determination of post-evaluation contents and the design/establishment of the model of relevant indexes, and solved the problems in the investment timing, investment scale and interest evaluation of the reconstruction project. Through the classification study on data, combined with the accessibility of data, the author determined the electricity purchase price and load capacity for the unknown data to be predicted, and used to time sequence to implement the prediction.
Then, the author determined the evaluation indexes of the grid reconstruction project in management level, technical level, economic interest level, project impact in accordance with the basic principle of the establishment of index system, and combined with the classification of project post evaluation contents. Integrating the actual characteristics of grid reconstruction project, the author further refined the various indexes, constructed the evaluation index system of grid reconstruction project and determined the contents as well as the evaluation standards of all indexes.
Finally, the author took the grid reconstruction work of the 220kV Wushan Power Transmission/Transformation Project as the example, collected data related to the post-evaluation contents of the reconstruction project, made calculation on all concrete indexes by applying the post evaluation index system of grid reconstruction project proposed in the paper, conducted prediction by using the model for relevant data, conducted analysis and verification on all indexes by using comparative analysis, comprehensive evaluation and other methods, and ultimately obtained the conclusion of the post evaluation of grid reconstruction project. Through the analysis, the author authenticated the practicability of the post evaluation system of grid reconstruction project, broadened the thinking of the post evaluation work of the reconstruction project, forged the foundation and played a positive role for its subsequent improvement.
