漯河市政府采购的监督管理问题研究[范文]

 政府采购制度是政府进行宏观调控的重要环节，同时也是公共财政管理的重要组成部分。我国的税收制度一直随着经济体制的变革进行优化，其中分税制改革对集中我国的中央财政的财力、统一财力援助、监控支出等方面有很大的积极作用，也带动了财政体制改革的创新。但是，随着变革的深入，财政支出管理方式单一、落后等问题初步显现出来，亟待解决随着我国经济的飞速发展，诸多问题也在逐渐暴露出来。随着我国市场经济的深入发展，政府采购的监督管理机制的改革是调整经济结构、深化市场改革必不可少的一部分，也关系到我国公共资源的合理分配与利用。但我国实行政府采购制度尚且只有二十一年的时间，各项标准、规则、监督管理办法、惩罚措施与法律法规都不完善，并且存在许多空白。  

本文以漯河市为例，以新公共管理理论和委托代理理论为基础，首先分析本文的研究背景与研究价值以及创新性。借鉴国内外相关学者的最新理念和研究结果，对比同级地市的成功经验与模式，结合笔者的实际工作经验与反思，对漯河市政府采购监督管理部门的职能、优势与不足等问题进行实证研究，以期针对漯河市监督管理的现状提出建设性的对策建议。

The government procurement system is an important part of the government's macro-control and also an important part of public finance management. Our country's tax system has been as the transformation of the economic system is optimized, including the tax reform on China's central finance resources, unified financial aid, to monitor spending a lot of positive effect, also drives the innovation of financial system reform. However, with the deepening of the reform, fiscal expenditure management mode of the single, behind the problems such as preliminary, need to be addressed with the rapid development of economy in our country, many problems are gradually exposed. With the further development of market economy in our country, the reform of the government procurement supervision mechanism is part and parcel of the adjustment of economic structure, deepen the reform of the market, also related to the rational allocation and utilization of public resources in our country. But shall practise a system of government procurement in our country still only 21 years, standards, rules, supervision and management measures, punishment and the laws and regulations are not perfect, and there is a lot of blank.

Based on the new public administration theory and the principal-agent theory, this paper first analyzes the research background and the research value and the innovation. Related scholars at home and abroad for reference, the latest ideas and research results, compared with the successful experience of cities at the same level with the model, combined with the author's practical work experience and reflection, the luohe city government procurement supervision and regulation department functions, advantages and disadvantages of the empirical research, in order to present situation of the supervision and administration of luohe city puts forward constructive countermeasures and Suggestions.
